Notice is here by given for a meeting of the City Council of the City of Cuero to be held on September 14, 2020 at 5:15 p.m., located at City Hall Council Chambers, 212 E. Main St,  for the purpose of considering the following agenda items.  The City Council of the City of Cuero will meet, consider, deliberate and may take action on all agenda items.

Call to order and announce a quorum is present

Second reading of an ordinance

6.1.

Discuss, consider and possible action on second and final reading of Ordinance No. 2020-16 A Conditional Use Permit For 205 North Gonzales, North ½ Lot 2, Block 8, Cuero, Texas. The Purpose Of This Request Is To Comply With The City Of Cuero Zoning Ordinance, Chapter 9, Planning & Development Regulations, Applicant Is Draper Family Services.

6.2.

Discuss, consider and possible action on second and final reading of Ordinance No. 2020-17 Conditional Use Permit For 1304 N Esplanade, PT 7,8,9, Block 9, Oakgrove Addition, Cuero, Texas. The Purpose Of This Request Is To Comply With The City Of Cuero Zoning Ordinance, Chapter 9, Planning & Development Regulations, Applicant Is John Dakota Blackwell.

6.3.

Discuss, consider and possible action on second and final reading of Ordinance No. 2020- 18, Amending Fees At The Recycling Center, Appendix A, Fee Schedule, Article A6.000 Utility Rates And Charges, Division 3 Solid Waste Collection, Section A6.063, Collection Center Charges.

Emergency Reading of an Ordinance

7.1.

Discuss, consider and possible action on Ordinance No. 2020- 19, approving and adopting the FY 2020-2021 annual operating budget and declaring an emergency.

7.2.

Discuss, consider and possible action on Ordinance No. 2020-20, ratifying the property tax increase reflected in the budget for operating the Municipal Government of the City of Cuero for the Fiscal Year beginning October 1, 2020 and ending September 30, 20210 as required by Texas Local Government Code §102.007(C); and declaring an emergency.

7.3.

Discuss, consider and possible action on Ordinance No. 2020-21, setting a Valorem Tax Rate for the use and support of the Municipal Government of the City of Cuero, levying a Tax upon all property subject to Taxation within the City of Cuero, Texas for the 2020 Tax Year, providing for the assessment and collection of taxes, providing for the general debt service fund and apportioning each levy for the specific purposes, and declaring an emergency.

7.4.

Discuss, consider and possible action on Ordinance No. 2020-22 amending the FY 2019-2020 Budget.

7.5.

Discuss, consider and possible action on Ordinance No. 2020-23 authorizing the issuance of City of Cuero, Texas General Obligation Refunding Bonds Series 2020, and other matters incident and related thereto.

Resolutions


8.1.

Discuss, consider and possible action on Resolution No. 2020-38, renewal and extension agreement of a secured note and deed of trust from Post Lumber Company.

8.2.

Discuss, consider and possible action on second and final reading of Resolution No. 2020-40, Approving A Project Using Funds Exceeding $10,000.

8.3.

Discuss, consider and possible action to approve Resolution No. 2020-41, an interlocal agreement with DeWitt County for dispatch services.

8.4.

Discuss, consider, and possible action on Resolution No. 2020-42, approving a contract with National Sign Plazas for the manufacturing and installation of sixteen highway wayfinding signs and authorizing the Mayor's execution of the contract.

8.5.

Discuss, consider and possible action on Resolution No. 2020-43, approving a contract with Exibix for the manufacturing and installation of Wayfinding pole signage and authorizing the Mayor's execution of the contract.
