Utilities: Average Monthly Payment Plan

Residential utility customers may apply to participate in an optional
plan designed to make monthly bills more uniform and approximately
the same throughout the year. Under this plan, a customer will be
charged each month for actual consumption, including any
adjustments, but the average monthly payment amount due will be
computed based on the average of bills for the most recent 12
months on a continuing basis. It is not intended to be used to
defer payment of delinquent bills.
All applications are subject to City approval and stringent
eligibility requirements apply. A minimum of 12 months of continuous
service with City utilities is necessary. Customers must not have
had their service discontinued during the preceding 12 months for
non-payment. Applicants must have a good utility payment history
with no more than two penalties, no returned checks or bank drafts
in the previous 12 months and no previous balance on their account.
They must also not be facing or subject to bankruptcy. A customer
payment agreement must be signed and guidelines must be followed.
A customer must participate in the Average Monthly Payment Plan
for a period of 12 months following the date of registration.

must be received by the City prior to the last business day of the
enrollment period which is the month of October, 2006.
