Notice is here by given for a meeting of the City Council of the City of Cuero to be held on March 8, 2021 at 5:15 pm located at City Hall Council Chambers, for the purpose of considering the following agenda items.  The City Council of the City of Cuero will meet, consider, deliberate and may take action on all agenda items.

Discuss, consider and possible action on Ordinance NO. 2021-05 canceling May 2021 General Election and certifying the unopposed candidates.

Discuss, consider and possible action on Ordinance No. 2021-06 canceling the May 2021 Special Election, Charter Amendments

Resolutions


9.1.

Discuss, consider and possible action on Resolution No. 2021-06, authorizing and approving surveying services for the City of Cuero, provided by Thomas Surveying for professional surveying services.

9.2.

Discuss, consider and possible action on Resolution No. 2021-07, suspending April 12, 2021 effective date of the proposal by Texas Gas Service Company to implement interim grip rate adjustments for gas utility investments in 2020.

9.3.

Discuss, consider and possible action on Resolution No. 2021-08, approving the bid for the purchase of City owned property located in the Samuel Lockhart League, A-28, in DeWitt County, Texas

9.4.

Discuss, consider and possible action on Resolution No. 2021-09, approving and awarding the bid for the Infrastructure improvements, GLO CDBG-DR Contract No. 20-065-063-C181.

9.5.

Discuss, Consider And Possible Action On First Reading Of Resolution NO. 2021-10, approving Cuero Development Corporation Project Funding Exceeding $10,000.

City of Cuero Municipal Golf Course's Public Hearing will be held on March 8th at noon. The Board approved this application on February 25th.
9.6.

Discuss, consider and possible action on Resolution No. 2021-11, on Request for Qualifications for Engineering Services for the City’s CDBG-DR Application to the General Land Office, select an Engineering Firm and Authorize the City Manager to Negotiate a Contract with the Highest Ranking Firm.

The 2021-2022 TxCDBGP Ranking Committee met on March 2, 2021 to rank the three (3) engineering proposals received.  Each committee member individually ranked the five proposals with the following results:


n  Urban Engineering (Victoria) – First

n  John D. Mercer & Associates (Edna) – Second

n  Southwest Engineers (Gonzales) - Third


If the City Council authorizes the City Manager to negotiate a contract with the highest ranking firm and a contract agreement can’t be reach, then the contract negotiations will cease and the City Manager can then enter into negotiations with the second highest ranking firm.  This process continues until a contract is accepted.

RECONVENE PUBLIC MEETING TO TAKE NECESSARY ACTION, IF ANY, ON MATTERS DISCUSSED IN EXECUTIVE SESSION IN SECTION 11.1.(A) ABOVE WHICH INCLUDE A COMPETITIVE MATTER. REGARDING THE CITY OF CUERO’S MUNICIPALLY OWNED ELECTRIC UTILITY.

The City Council may convene into executive (closed) session in accordance with the Texas Government Code when necessary and legally justified.
